Bhubaneswar: The Odisha government has issued a fresh set of administrative orders concerning officers who have recently been inducted into the Indian Administrative Service (IAS). Several officers have been elevated to the post of Joint Secretary in their respective departments, while others will continue with their existing responsibilities.
The General Administration and Public Grievance Department issued the orders on September 18, 2026, following the induction of the officers into the IAS cadre through a notification issued by the Department of Personnel and Training (DoPT) on September 3, 2026.
According to the government order, the following changes have been made:
Surya Narayan Dash, IAS (SCS) has been posted as Joint Secretary in the Panchayati Raj and Drinking Water Department. He was earlier working as Special Secretary in the department.
Sumita Sarkar, IAS (SCS) will continue to serve as Additional Commissioner, Settlement and Consolidation, Cuttack.
Madhumita Nayak, IAS (SCS) has been designated Joint Secretary in the Labour and ESI Department. She will also retain the additional responsibility of Director, Employee State Insurance (ESI), Bhubaneswar.
Babita Mohanty, IAS (SCS) has been assigned as Joint Secretary in the Forest, Environment and Climate Change Department.
Anuj Kumar Das Pattanaik, IAS (SCS) has been posted as Joint Secretary in the Planning and Convergence Department.
Balamakunda Bhuyan, IAS (SCS) will continue as Director, Elementary Education, Odisha, Bhubaneswar.
Soudamini Sethi, IAS (SCS) has been appointed Joint Secretary in the Panchayati Raj and Drinking Water Department.
Jyotirmayee Pradhan, IAS (SCS) has been given the charge of Joint Secretary in the Forest, Environment and Climate Change Department.
Jyoti Ranjan Mishra, IAS (SCS) has been appointed Joint Secretary in the Industries Department.
Surendra Kumar Panda, IAS (SCS) will continue as Chief General Manager (MS&ME) at IDCO, Bhubaneswar.
Subhra Mohanty, IAS (SCS) has been posted as Joint Secretary in the Panchayati Raj and Drinking Water Department.
Sanghamitra Satapathy, IAS (SCS) has been appointed Joint Secretary in the Rural Development Department.
Himansu Sekhar Behera, IAS (SCS) has been assigned as Joint Secretary in the Home Department.
The order also mentions Madhumita Nayak, IAS (SCS) in connection with her existing assignment as Additional Commissioner, Settlement and Consolidation, Kendujhar, under the Office of the RDC (Northern Division), Sambalpur.
The latest posting exercise comes after the officers’ formal induction into the IAS cadre. The Odisha government’s order was issued on September 18, 2026, by order of the Governor, giving effect to the changes and continuance of assignments.
