New Delhi: The Delhi government has announced a major bureaucratic reshuffle, transferring and assigning new responsibilities to 22 IAS officers and 12 officers of the Delhi, Andaman and Nicobar Islands Civil Services (DANICS). The transfer and posting orders were issued by the Services Department on Thursday, October 8, 2026, with immediate effect.
The administrative reorganisation covers several important departments and civic bodies, including Social Welfare, Power, Education, Health and Family Welfare, Transport, Planning, Public Works Department (PWD), Food Safety, Municipal Corporation of Delhi (MCD) and New Delhi Municipal Council (NDMC). Several senior officers have been assigned additional charges, while others have been shifted to new administrative positions.
IAS Officers: Key Transfers and New Postings
Bipul Pathak (IAS:1992), Additional Chief Secretary (ACS), Social Welfare, holding additional charge of ACS, SC/ST/OBC and ACS, Women and Child Development (WCD), will continue as ACS, Social Welfare. He will also hold additional charges of Managing Director (MD), DCHFC and DSFDC, ACS, SC/ST/OBC, ACS, WCD, and Financial Commissioner.
Prashant Goyal (IAS:1993), ACS, Food and Civil Supplies, with additional charges of CMD, DFC and DSCSC, ACS (AR) and ACS, Power, has been posted as ACS, Power. He will retain the additional charges of CMD, DFC and DSCSC, ACS (AR), and will also hold the charge of ACS, Health and Family Welfare (H&FW).
Navin Kumar Choudhary (IAS:1994), ACS, Irrigation and Flood Control (I&FC), with additional charge of General Administration Department (GAD), has been assigned the post of ACS, GAD. He will additionally oversee I&FC and Food and Civil Supplies.
Dilraj Kaur (IAS:2000) will continue as Principal Secretary, Education, with additional responsibility for Higher Education and Technical Training and Education (TTE). Her additional charges as MD, DCHFC and MD, DSFDC have been withdrawn.
Niharika Rai (IAS:2005), Secretary-cum-Commissioner, Transport, has been assigned the additional charge of Chairman and Managing Director (CMD), Delhi Transport Corporation (DTC). She will relinquish her additional responsibility as Secretary, Tourism.
Rupesh Kumar Thakur (IAS:2006), Secretary, Health and Family Welfare, who was also holding the additional charge of Chief Executive Officer (CEO), Delhi Urban Shelter Improvement Board (DUSIB), has been posted as CEO, DUSIB.
Sanjay Kumar (IAS:2008), who was awaiting posting, has been appointed MD, Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). He will also hold the charge of Secretary (IT) and Officer on Special Duty (OSD), Planning, until the superannuation of Yashpal Garg, IAS (AGMUT:2008). Thereafter, he will take over as Secretary, Planning.
K. Mahesh (IAS:2008), MD, Delhi Khadi and Village Industries Board (DKVIB), will serve as Secretary, Art, Culture and Language, while retaining the additional charge of MD, DKVIB.
Ajay Kumar Gupta (IAS:2009), Commissioner, Food Safety, who was also holding the charge of Secretary, Home, will continue as Commissioner, Food Safety. He has been assigned additional responsibilities as MD, Delhi Transco Limited (DTL); Chairman, Indraprastha Power Generation Company Limited (IPGCL) and Pragati Power Corporation Limited (PPCL); CMD, DPCL; and Chairman, Pension Trust. His additional charge of Secretary, Home, has been withdrawn.
Prasanna Ramaswamy G (IAS:2010), who was awaiting posting, has been appointed Additional Commissioner, MCD.
Arti Lal Sharma (IAS:2010), Secretary, I&FC, will continue in the same position and additionally take charge as Secretary, Tourism.
B.S. Jaglan (IAS:2011), Additional Commissioner, MCD, has been transferred as Controller, Weights and Measures (W&M).
Satyendra Singh Dursawat (IAS:2012), Additional Commissioner, MCD, has been appointed Director, TTE and Higher Education.
Pankaj Kumar (IAS:2012), Controller, W&M, who was also holding the additional charge of Special Secretary, NCR, has been placed at the disposal of MCD.
Awanish Kumar (IAS:2014), Director, TTE and Higher Education, has been transferred and appointed Commissioner, Excise.
Eda Raja Babu (IAS:2014), Special Registrar, Cooperative Societies, has been posted as Special Secretary, Home.
Mekala Chaitanya Prasad (IAS:2015) will continue as Special Secretary, Health, with the additional charge of Special Secretary, PWD.
Nazuk Kumar (IAS:2016), MD, DSIIDC, has been transferred as Special Secretary, Land and Building.
Dilkush Meena (IAS:2019), Member, DUSIB, has been placed at the disposal of the Delhi Development Authority (DDA).
Cheemala Siva Gopal Reddy (IAS:2020), Special Secretary to the Lieutenant Governor of Delhi, has been appointed Deputy Commissioner, MCD.
Rajeev Singh (IAS:2021), Member, DUSIB, who was also holding the additional charge of Special Secretary, Land and Building, will continue as Member, DUSIB, and additionally take charge as Special Secretary, PWD.
Swati Sheemar (IAS:2023), who was awaiting posting, has been appointed Additional Director, Education.
DANICS Officers: Transfers and Administrative Assignments
The reshuffle also brings changes in the postings of DANICS officers across transport, health, food and civil supplies, municipal administration, revenue and other departments.
Arun Gupta (DANICS:2009), on joining the Government of the National Capital Territory of Delhi (GNCTD), has been placed at the disposal of NDMC.
Padmakar Ram Tripathi (DANICS:2011), who was awaiting posting, has been appointed Joint Commissioner, Transport.
Mohd. Rehan Raza (DANICS:2012), Additional Secretary, Planning, has been transferred as Additional Secretary, H&FW.
Deepak Pundir (DANICS:2018), Additional Private Secretary to the Lieutenant Governor, has been appointed Director, NDMC.
Dr. Shrikant Tapdiya Rajendra Prasad (DANICS:2018), Deputy Commissioner, Food Safety, will continue in the same position and additionally serve as CATS Programme Officer.
Ravinder Kumar (DANICS:2021), who was awaiting posting, has been appointed Deputy Director, WCD, with the additional charge of Member Secretary, Delhi Commission for Women (DCW).
K. Buzar Jamhar (DANICS:2023), who was awaiting posting, has been appointed Assistant Commissioner, Food and Civil Supplies.
Lekhraj (DANICS:2008), Additional Secretary, Art, Culture and Language (ACL), has been promoted to the responsibility of Special Secretary, ACL, as specified in the posting order.
Harshit Jain (DANICS:2014), Joint Secretary, LAS, has been appointed Joint Secretary, Chief Minister’s Office (CMO).
Rohankar Piyush Arun (DANICS:2014), serving in NDMC, has been appointed Joint Commissioner, Development.
Harminder Singh (DANICS:2014), Director, NDMC, has been transferred as Additional Private Secretary to the Lieutenant Governor.
