Uttar Pradesh reassigns 18 IPS officers ahead of Polls

The Uttar Pradesh governance machinery has implemented a high-level bureaucratic shift, reassigning 18 Indian Police Service (IPS) veterans across critical internal security branches. This targeted restructuring affects specialized divisions, notably the Special Security Force (SSF), Provincial Armed Constabulary (PAC), Anti-Terrorism Squad (ATS), and state intelligence networks.

Coming on the heels of a massive administrative restructuring executed on September 20—which impacted 35 IPS and 34 IAS officials—this latest wave of transfers is designed to sharpen departmental agility and secure core security units ahead of upcoming legislative contests.

Key Officer Reassignments and New Postings:

Under the official directive released by the state administration, key officers across commissionerates and headquarters have assumed immediate control of their respective portfolios:

  • Dr. Satish Kumar (IPS-RR-2013): Moved from DGP Headquarters in Lucknow to take charge as Commandant of the 1st Battalion SSF, Lucknow.
  • Sanjeev Suman (IPS-RR-2014): Transitioned from DGP Headquarters to Superintendent of Police at the Uttar Pradesh State Institute of Forensic Sciences (UPSIFS), Lucknow.
  • Preetibala Gupta: Appointed as SP of the ATS in Lucknow.
  • Kamal Kishore & Devesh Kumar Sharma: Designated as SP of the Economic Offences Wing (EOW) and SP of the Food Cell in Lucknow, respectively.
  • Sameer Saurabh (IPS-SPS-2016): Shifted from SP, CID, Lucknow, to Commandant of the 27th Battalion PAC, Sitapur.
  • Ashutosh Dwivedi (IPS-SPS-2016): Relocated from SP, APTC, Sitapur, to SP, Regional Intelligence, Ayodhya.
  • Anand Kumar-II (IPS-SPS-2017) & Sanjay Rai (IPS-SPS-2018): Reassigned to SP, CID, Lucknow, and SP, EOW, Lucknow, respectively.

Electoral Timeline and Strategic Imperative:

The timing of these administrative movements is closely tied to preparations for upcoming democratic exercises. Realignments of this scale are standard procedure before election seasons, deliberately placing seasoned commanders in strategically sensitive districts—such as Ayodhya, Sitapur, Prayagraj, and Bareilly—to safeguard public order and oversee sensitive security protocols.

Once the Election Commission of India (ECI) officially declares the voting schedule, the Model Code of Conduct comes into force instantly. This regulatory framework bars the state government from transferring or promoting law enforcement personnel without explicit ECI clearance to guarantee strict political neutrality. Completing these structural adjustments beforehand empowers the administration to lock in its command architecture across armed battalions and investigative units without running into procedural roadblocks.
