Rinku Dugga, a 1994-batch IAS officer of the AGMUT cadre, was compulsorily retired by the government on September 27, 2023.
The decision was taken after a review of her service record, which found that she had a poor track record.
Dugga had come under fire in 2022 for reportedly emptying a stadium of athletes so that she and her husband, Sanjeev Khirwar, also an IAS officer, could walk their dog.
Both Dugga and Khirwar were transferred out of Delhi following the incident, but Dugga was later compulsorily retired.
The government has the right to compulsorily retire any government servant under Rule 56(j) of the Fundamental Rules, if it is of the opinion that it is in the public interest to do so.
Additional details:
Some sources have reported that Dugga’s compulsory retirement was not solely related to the stadium incident, but that it was also due to other factors, such as her overall performance record and her attitude.
Dugga’s husband, Sanjeev Khirwar, is currently posted as Principal Secretary, Revenue in the Ladakh administration. He is facing a departmental inquiry for his alleged role in the stadium incident.
Dugga’s compulsory retirement has been met with mixed reactions. Some people have praised the government for taking action against her, while others have criticized the move as being too harsh.
It is important to note that the government has not released any official statement on the reasons for Dugga’s compulsory retirement.
