Keeping in line with facilitating air travel and air navigation services, senior officials of the Airports Authority of India met private airport operators viz. Delhi International Airport and Hyderabad International Airport Limited (HIAL), Bengaluru International Airport Ltd. (BIAL) and Cochin International Airport Ltd. (CIAL) in Mumbai on 16th September 2019 to discuss the usage of the Airport Collaborative Decision Making (ACDM). ACDM helps improve the efficiency of airport operations at busy and congested airports. The primary focus is on reducing aircraft holding delays at the runway holding point. This results in a Substantial saving of aviation fuel and a reduction in carbon emissions. This is achieved by improving the decision-making process by sharing of relevant information among aviation stakeholders.
AAI took up first ACDM project development for Mumbai’s Chhatrapati Shivaji International Airport. All the project activities viz. software development, network design, hardware planning, live testing, implementation, and software maintenance were completely done by in-house team of AAI in 2015.
The improved version of the in-house ACDM System was installed and commissioned at Chennai Airport on 24th May 2018 and at NSCBI Airport, Kolkata on 11th August 2018.
Considering the aircraft movement and growth of air traffic at Ahmedabad, Jaipur, Guwahati and Thiruvananthapuram Airports, ACDM will be implemented at these airports by January 2020.
Benefits of ACDM
ACDM results in a reduction of congestion at holding point at the runway of an airport. It also helps reduce fuel consumption, Carbon emission and taxi time of the aircraft. Implementation of ACDM helps ATCOs by reducing cognitive workload and resulting in a safe and orderly flow of aircraft due to reduced number of simultaneous aircraft movements.
After successful implementation of ACDM at CSI Airport, Mumbai common situational awareness among ATCOs was reached, it resulted in higher coordination between all operational partners, improved ground handling processes, improved programmability due to increased stability for all operational processes (Airlines, Airport, ATC) based on reliable target times.
It is worth mentioning that owing to the expertise that AAI possesses on ACDM and the increasingly significant role that India is playing in civil aviation in APAC region and also the world; ICAO Asia Pacific Office has assigned the task of drafting the Regional ACDM implementation plan to India, with the support of International Air Transport Association (IATA), Civil Air Navigation Services Organisation (CANSO) and Singapore.
The Indian joint venture airport operators and other neighbouring countries are showing a keen interest in installing and using the ACDM solution that has been developed in-house by AAI. This is also in line with Government of India’s Make in India initiative.
Officials from DIAL, HIAL, and CIAL are currently in discussion with AAI and are showing interest in getting to know the solution and are deliberating to install it for their respective airports.
